I think I found out why the previous owners couldn't get this ethernet port to work.

after checking my cable and double checking the wiring on the other end, I decided to pop off the wall plate and I guess I should not have been surprised at what awaited me: http://imgur.com/4v5SG

I only say I shouldn't have been surprised as I have seen some very interesting wire jobs in homes before.
