Problems with RSAT in WIN2k08-R2-Hyper-V

I am having a strange problem why I try to use RSAT on a new Hyper-V machine I just installed. This is a server core machine. I have no preexisting domain structure in place. http://imgur.com/xfzIU I have already tried MS's solution for this: http://support.microsoft.com/kb/976839 with no luck! Help?
