a wild Domain Firewall rule appears! From where? How can I remove it?

I have explicitly allowed three remote administration rules for connecting to our users with Windows 7 from various places on campus, both on and off the domain network (so "All" profiles). Everything has been fine for a few months. All of a sudden (Tuesday), there are three new rules blocking the remote administration tools for the domain profile. No one is admitting to making any changes.

running "GPresults /h C:\test.htm" doesn't show anything that leads me to believe that the rules come from GPO... yet when I remove the GPO link from the computers container, those rules disappear, and everything is hunky-dory. There are no firewall rules in the default domain policy. It seems obvious that GPO is the culprit, due to this behavior, but I can't figure out how to stop it.
