Create http shortcut on desktop with Group Policy

I am having a couple of issues with creating shortcuts on users desktops using group policy or logon scripts.

Server 2003 - not sure the correct syntax to do it with logon script and not sure if it can be done with GP

Server 2008 - I have one setup as follows:

Under computer config, prefeences, windows settings, shortcuts I selected NEW and have the following info:

Action: Create Name: My Shortcut name Target Type: URL Location: Desktop Target URL: http://companywebsites.com Arguements: grayed out Start in: grayed out Shortcut key: None Run: grayed out Comment: Grayed out Icon File path: Blank Icon Index: Grayed out On the Common tab - everything is as default - no changes made.

This is applied to entire domain
