Ms Exchange help - rule management

We have a client (~45 users) who has most of its email coming in a single mailbox. They have a shitload of server side rules (over a 100 and counting).

What SW do you use to manage this? Outlook tools are insufficient and cumbersome. Scripts and console are a pain. They have some conflicting rules which makes messages "disappear" and the time it takes to figure out where it went is way too long. The fact that they use public folders to store the messages and attachments is not helping.

Is there a good app that does this?

Google has plenty of suggestions, but I would like to hear what others prefer as well.
