Hardware strategy where do I begin?

I have a new manager and he's asked me to write up what he's calling a hardware strategy. I think that's not quite the right name for it as when I search in Google I find many references to 30-60+ page documents. He's expecting a 2-5 page document that he can boil down to a 1 page document for his boss and the executive type people.

Can anyone out there help me figure out what he wants? Has anyone else had to come up with these kinds of documents? If so will you please direct me to a writing guide or a template or some kind of example?

I've been the guy keeping these servers running for the last year but I'm not formally trained or degreed or anything, so when management asks for documents I'm not familiar with I'm hesitant to ask for clarification.
