Is there a group policy object to lock down libraries for win 7?

We're trying to find a way to prevent users from being able to change their default save location using library locations in Win7.

Currently the only way we can see this being accomplished is by removing libraries entirely(something we don't want to do). Is there a workaround or custom policy anyone here knows about?
