Help! Setting password policies for new users in CSV

I will be adding a large group of users within the next few days through CSV. We are using ADmanager to import csv, However I have been unable to set a few fields regarding passwords. Under Account Options I need to uncheck User must change password at next logon and Check User cannot change password, and password never expires.

From what I can tell I should be able to use userAccountControl to set those settings, but I must be doing it wrong because it isnt setting anything. My understanding is that those should be booleans, but once I import the csv, those setting arent changed.
